Pursuant to a notice posted on February 15, 2013, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Pitts, at 2:10 p.m.

 

The initial quorum call was answered as follows: Representatives Pitts; Turner, Sylvester; Ashby; Bell; Bonnen, Greg; Carter; Crownover; Darby; Dukes; Giddings; Gonzales, Larry; Howard; Hughes; King, Susan; Longoria; Márquez; McClendon; Muñoz, Jr.; Orr; Otto; Perry; Price; Raney; and Zerwas.

 

A quorum was present.

 


 

The Adjutant General's Department

 

The chair laid out the subcommittee recommendations for the Adjutant General’s Department.

 

The Committee heard testimony from the Legislative Budget Board.

Representative Turner moves the adoption of subcommittee recommendations for the Adjutant General's Department as amended.

 

The motion was adopted as amended without objection.

 

The Alcoholic Beverage Commission

 

The chair laid out the subcommittee recommendations for the Alcoholic Beverage Commission.

 

The Committee heard testimony from the Legislative Budget Board.

 

Representative Orr moves the adoption of subcommittee recommendations for the Alcoholic Beverage Commission.

 

The motion was adopted without objection.

 

The Texas Department of Criminal Justice

 

The chair laid out the subcommittee recommendations for the Texas Department of Criminal Justice. 

 

The Committee heard testimony from the Legislative Budget Board.

The Commission on Jail Standards    

 

The chair laid out the subcommittee recommendations for the Commission on Jail Standards.

The Juvenile Justice Department

 

The chair laid out the subcommittee recommendations for the Juvenile Justice Department.

 

The Committee heard testimony from the Legislative Budget Board.

The motion was adopted without objection.

 

The Law Enforcement Officer Standards and Education     

 

The chair laid out the subcommittee recommendations for the Law Enforcement Officer Standards and Education.

The motion was adopted without objection.

 

The Department of Public Safety

 

The chair laid out the subcommittee recommendations for the Department of Public Safety.

The Article 5 Special Provisions

 

The chair laid out the subcommittee recommendations for the Article 5 Special Provisions.

 

The Committee heard testimony from the Legislative Budget Board.

Representative Longoria moves the adoption of subcommittee recommendations for Article 5 Special Provisions.

 

The motion was adopted without objection.

 

The chair provided notification that HB 1026 and HB 1062 were referred directly to the subcommittee on Budget Transparency and Reform on February 20, 2013.
