Pursuant to a notice posted on June 25, 2014, the House Committee on Appropriations - S/C on Article III met in a public hearing and was called to order by the chair, Representative Otto, at 2:51 p.m.

 

The initial quorum call was answered as follows: Representatives Otto; Bonnen, Greg; Howard; Patrick, Diane; and Ratliff.

 

A quorum was present.

 

 

The committee took testimony on the following interim charge:  Conduct a basic review of current public education funding formulas.  Specifically, focus on whether items funded outside base formulas (Foundation School Program (FSP) should be included inside the formulas.  After the review, the committee may recommend the addition or deletion of funding items or changes in levels of current funding. 

 

The committee heard testimony from the Texas Education Agency and the Legislative Budget Board.
