The bill would amend portions of the Parks and Wildlife Code regarding department procedures for suspending, revoking, or not renewing specific deer permits and the agency procedures for the removal or destruction of deer. The bill would add factors for the Texas Parks and Wildlife Department (TPWD) to consider when refusing to issue or renew certain deer permits.  The bill would make three- or five-year permits available to breeders who have demonstrated reporting compliance for the three year period immediately prior to the request for the multi-year permit.

The bill would require TPWD to provide notice to a permittee prior to the removal or destruction of any deer.  Venue for appealing a decision of the department under bill provisions would be in a district court in Travis County. TPWD anticipates minimal program costs to the deer breeder database associate with creating three- and five-year permits. This analysis assumes any additional work resulting from the passage of the bill for programming costs, handling appeals and other administrative costs could be absorbed within the department's existing resources.
 
The bill would take effect September 1, 2013.
