No significant fiscal implication to the State is anticipated.

The bill would require that any appointed regent who is unconfirmed by the Senate is prohibited from voting on any budgetary or personnel matter related to system administration or institutions of higher education.  This bill would specify that all duties not specifically prescribed to the governing board (regents) or system administration are the responsibilities of institutions of higher education.  The bill would also require the members of the governing board of institutions of higher education to receive certain training, including ethics, and an appointee who has not received this training would be prohibited from voting on any budgetary or personnel matter related to system administration or institutions of higher education. Provisions of the bill would be implemented within existing resources.

No fiscal implication to units of local government is anticipated.
