A BILL TO BE ENTITLED
 
AN ACT
  relating to educational materials on pardons for victims of
  trafficking of persons.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 48.06, Criminal Procedure Code, is
  amended by adding to read as follows:
         Sec. 48.06.  EDUCATIONAL MATERIALS FOR VICTIMS OF
  TRAFFICKING OF PERSONS.
         (a)  The Board of Pardons and Paroles shall develop
  educational materials describing the application process for a
  pardon specifically targeting victims of trafficking of persons who
  have an offense on their record that occurred as a result of being
  trafficked.
         (b)  The educational materials described by Subsection (a)
  must be available on the board's Internet website.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
