R E S O L U T I O N
         WHEREAS, Judge Samuel Loyd Neal, Jr., was honored with a 2013
  Educational Leader Award from the Dr. Hector P. Garcia Founding
  Chapter of the American GI Forum of Texas on May 9, 2013; and
         WHEREAS, The American GI Forum was organized in Corpus
  Christi in 1948 by army veteran Dr. Hector P. Garcia to promote
  equality for Hispanic American service members; the AGIF has since
  been at the forefront of civil rights struggles and today supports
  several key programs with a focus on Hispanic education, veterans
  outreach, and employment; the group's inaugural chapter in Corpus
  Christi, named for its founder, annually recognizes area leaders in
  education; and
         WHEREAS, Judge Neal served more than a quarter-century as an
  adjunct professor of insurance at Texas A&M University-Corpus
  Christi, and he is an inspiring example of civic engagement as well;
  elected four times as mayor of the city, he is now serving his
  second term as a Nueces County judge; this dynamic Texan has further
  given back as president of the Texas Municipal League, as chair of
  the Corpus Christi Economic Development Corporation, as chair of
  the local chamber of commerce, and as chair of the Art Museum of
  South Texas; he is respected for his military experience, including
  more than 30 years in the active army and Army Reserve, and he was
  appointed by Governor George W. Bush to the Texas Strategic
  Military Planning Commission in 1997 and reappointed by Governor
  Rick Perry to the Texas Military Preparedness Commission in 2005;
  and
         WHEREAS, Judge Neal has demonstrated an outstanding
  commitment to making Corpus Christi an even better place in which to
  live and work, and this award justly recognizes his numerous
  accomplishments in behalf of his fellow residents; now, therefore,
  be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Judge Samuel Loyd Neal, Jr., on his
  receipt of a 2013 Educational Leader Award from the Dr. Hector
  P. Garcia Founding Chapter of the American GI Forum of Texas and
  extend to him sincere best wishes for continued success with his
  important work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Judge Neal as an expression of high regard by the Texas
  House of Representatives.
