R E S O L U T I O N
|
|
WHEREAS, The citizens of Edinburg lost an esteemed public |
|
servant with the death of Mayor Pro Tempore Noe Garza, P.E., who |
|
passed away on January 9, 2012, at the age of 72; and |
|
WHEREAS, Mr. Garza was born in San Juan and graduated from |
|
Pharr-San Juan-Alamo High School as a member of the National Honor |
|
Society; after earning a Civil and Structural Engineering degree |
|
from The University of Texas at Austin in 1965, he began a career as |
|
a bridge designer for the State of California and ultimately owned |
|
and operated Noe Garza Engineers for 28 years; when he returned to |
|
Texas he was hired as the city engineer and public works director |
|
for the City of Edinburg in 1976, and he later became the assistant |
|
city manager of operations; and |
|
WHEREAS, This dedicated elected official was a member of the |
|
Edinburg City Council from 2003 until his death and was appointed to |
|
one-year terms as mayor pro tempore in 2005, 2009, and 2011; during |
|
his tenure on the council, he played a pivotal role in the |
|
development of major public infrastructure policies, and economic |
|
growth strategies, while promoting the importance of a strong |
|
municipal workforce; moreover, he earned the lasting respect of his |
|
fellow council members for his insight, selflessness, and |
|
|
|
commitment to his constituents, as well as for his enthusiasm and |
|
lively sense of humor; and |
|
WHEREAS, Mr. Garza further distinguished himself through his |
|
service as a trustee of the Edinburg Consolidated Independent |
|
School District from 1998 to 2001, during which time he held the |
|
offices of secretary and vice president; in addition, he |
|
represented the City of Edinburg on the Hidalgo County Metropolitan |
|
Planning Organization, overseeing numerous local transportation |
|
projects; his involvement in his community was also reflected in |
|
his membership in such civic organizations as the Edinburg Chamber |
|
of Commerce, Amigos del Valle, San Juan Youth Program, Pharr and San |
|
Juan Boys Club, and the San Juan Lions Club; and |
|
WHEREAS, In all his endeavors, Mr. Garza enjoyed the support |
|
of his loving family, and he took great pride in his four children, |
|
Lizza, Lori, John, and Michael, and his granddaughter, Ava; and |
|
WHEREAS, Although Noe Garza will be deeply missed, his |
|
generous spirit and his outstanding record of public and |
|
professional service will forever inspire all those who were |
|
privileged to know him; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 83rd Texas |
|
Legislature hereby pay tribute to the life of the Honorable Noe |
|
Garza and extend sincere sympathy to the members of his family: to |
|
his children, Lizza Marie Harrison, Lori Ann Garza, John Robert |
|
Garza, and Michael Noe Garza; to his granddaughter, Ava Renee |
|
Garza; to his mother, Carolina Garza; to his siblings, Alicia |
|
Garza, Lydia Garcia, Feliberto Garza, and Reynaldo Garza; and to |
|
his other relatives and many friends; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for his family and that when the Texas House of |
|
Representatives adjourns this day, it do so in memory of Noe Garza, |
