A BILL TO BE ENTITLED
 
AN ACT
 
  relating to an individual's responsibilities following an accident
  reasonably likely to result in injury to or death of a person;
  imposing criminal penalties.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 550.021(a), Transportation Code, is
  amended to read as follows:
         (a)  The operator of a vehicle involved in an accident that
  results or is reasonably likely to result [resulting] in injury to
  or death of a person shall:
               (1)  immediately stop the vehicle at the scene of the
  accident or as close to the scene as possible;
               (2)  immediately return to the scene of the accident if
  the vehicle is not stopped at the scene of the accident; [and]
               (3)  immediately determine whether a person is involved
  in the accident, and if a person is involved in the accident,
  whether that person requires aid; and
               (4)  remain at the scene of the accident until the
  operator complies with the requirements of Section 550.023.
         SECTION 2.  The change in law made by this Act applies only
  to an offense committed on or after the effective date of this Act.
  An offense committed before the effective date of this Act is
  governed by the law in effect on the date the offense was committed,
  and the former law is continued in effect for that purpose. For
  purposes of this section, an offense was committed before the
  effective date of this Act if any element of the offense occurred
  before that date.
         SECTION 3.  This Act takes effect September 1, 2013.
