AN ACT
  relating to the powers, duties, and compensation of the board of
  directors of the Duval County Groundwater Conservation District.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 8808, Special District
  Local Laws Code, is amended by adding Sections 8808.055 and
  8808.056 to read as follows:
         Sec. 8808.055.  DISTRICT NAME CHANGE. The board by
  resolution may change the district's name. The board shall give
  written notice of the change to the county.
         Sec. 8808.056.  ADVISORY COMMITTEES. The board by
  resolution may appoint one or more advisory committees to assist
  the board with any matter affecting the district. A person who
  serves on an advisory committee is not entitled to compensation for
  that service.
         SECTION 2.  Section 8808.054, Special District Local Laws
  Code, is repealed.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
