A BILL TO BE ENTITLED
 
AN ACT
  relating to monies for women's health care services.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 32.024(c), Human Resources Code, is
  amended to read as follows:
         (c)  The department shall establish standards governing the
  amount, duration, and scope of services provided under the medical
  assistance program.  The standards may not be lower than the minimum
  standards required by federal law and rule as a condition for
  obtaining federal matching funds for support of the program, and
  may not be lower than the standards in effect on August 27, 1967.  
  Standards or payments for the vendor drug program may not be lower
  than those in effect on January 1, 1973.
         (c-1)     The department shall ensure that money spent for
  purposes of the demonstration project for women's health care
  services under former Section 32.0248, Human Resources Code, or a
  similar successor program is not used to perform or promote
  elective abortions, or to contract with entities that perform or
  promote elective abortions or affiliate with entities that perform
  or promote elective abortions.
 
         SECTION 2.  This Act takes effect September 1, 2013.
