Pursuant to a notice posted in accordance with HCR 63, a public hearing of the Joint Committee on Oversight of Higher Education Governance, Excellence & Transparency was held on Friday, November 18, 2011, in the Capitol Extension, Room E1.036, at Austin, Texas.

Senator Judith Zaffirini and Representative Dan Branch, Co-Chairs, called the meeting to order at 10:00 am.

 

Co-Chair Zaffirini recognized the Senate clerk to call roll. Co-Chair Branch recognized the House clerk to call roll.

 

The Co-Chairs made opening remarks.

 

 

Co-Chair Zaffirini called the following persons to provide invited testimony about best practices relating to governing boards and administrators:

 

·         Carol Carlson Gunn, PhD, Chair, Midwestern State University Board of Regents

·         Jesse Rogers, PhD, President, Midwestern State University

·         John R. Garrett, M.B.A., Chair, Stephen F. Austin State University Board of Regents

·         Baker Pattillo, PhD, President, Stephen F. Austin State University

 

Co-Chair Branch called the following persons to provide invited testimony about best practices relating to governing boards and administrators:

 

·         Glenn O. Lewis, J.D., Chair, Texas Southern University Board of Regents

·         John M. Rudley, PhD, President, Texas Southern University

·         P. Mike McCullough, J.D., Chair, Texas Woman’s University Board Regents

·         Ann Stuart, PhD, Chancellor and President, Texas Woman’s University

 

Co-Chair Zaffirini called the following persons to provide invited testimony about best practices relating to governing boards and administrators:

 

·         Renu Khator, PhD, Chancellor, University of Houston System

·         Lee Jackson, M.P.A., Chancellor, University of North Texas System

·         Kent Hance, J.D., Chancellor, Texas Tech University System

·         Brian McCall, PhD, Chancellor, Texas State University System

 

There being a quorum present, the following business was transacted:

 

Co-Chair Zaffirini laid out the proposed minutes from the October 17 hearing. Co-Chair Branch moved their approval. There being no objection, the motion was adopted by unanimous consent.

 

Co-Chair Branch called the following persons to provide invited testimony about best practices relating to governing boards and administrators:

 

·         Francisco Cigarroa, M.D., Chancellor, The University of Texas System

·         Bill Powers, J.D., President, The University of Texas at Austin

·         John Sharp, M.P.A., Chancellor, Texas A&M University System

·         R. Bowen Loftin, PhD, President, Texas A&M University

 

Co-Chair Zaffirini called the following resource witnesses to answer questions from the Committee:

 

·       David E. Daniel, PhD, President, The University of Texas at Dallas

·       Ray Keck, PhD, President, Texas A&M International University

·       Ricardo Romo, PhD, President, The University of Texas at San Antonio

·       James D. Spaniolo, J.D., President, The University of Texas at Arlington

 

At 3:47 p.m. Co-Chair Zaffirini closed invited testimony and opened the floor for public testimony.

 

Names of witnesses who provided public testimony are shown on the attached list. Co-Chair Zaffirini closed public testimony at 3:47 p.m.

 

There being no further business, at 3:48 p.m., the Co-Chairs announced that the Joint Committee would stand recessed, subject to the call of the Co-Chairs.
