Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Redistricting, Select was held on Wednesday, May 4, 2011, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 8:06 AM. The following business was transacted:

 

The chair laid out SB 196 and recognized the author, Senator Wentworth, to explain the bill.

 

The clerk called roll. A quorum was present.

 

Senator Gallegos, Jr. moved adoption of the minutes from the previous hearings held on February 16, 2011 and April 27, 2011; without objection, it was so ordered. 

 

Witnesses testifying and registering on SB 196 are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

The chair laid out SB 1556 and recognized the author, Senator Rodriguez, to explain the bill.

 

The chair laid out SJR 43 and recognized the author, Senator Rodriguez, to explain the bill.

 

Senator Zaffirini sent up a committee substitute for SB 1556; the chair recognized Rodriguez to explain the difference between the committee substitute and the senate bill as filed. Senator Zaffirini moved adoption of the committee substitute; without objection, it was so ordered.

 

Witnesses testifying and registering on SB 1556 and SJR 43 are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Seliger moved that SB 1556 and SJR 43 be left pending; without objection, it was so ordered.

 

At 9:10 AM Senator Seliger moved that the Committee stand recessed until adjournment of the Senate. Without objection, it was so ordered.

 

Pursuant to the suspension of Senate Rules 11.10 and 11.18, Senator Seliger reconvened the Senate Select Committee on Redistricting at 5:25 PM at his desk. A quorum was present. 

 

The chair laid out SB 196 and recognized Senator Wentworth for a motion.

 

Senator Wentworth moved that SB 196 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 5 nays, 0 present not voting, and 1 absent.

 

There being no further business, at 5:30 PM Senator Seliger moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
