Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Nominations was held on Monday, March 14, 2011, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:00 A.M. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called: Senator Jane Nelson and Senator Kirk Watson.

 

Senator Hegar moved adoption of the minutes from the previous hearing held on March 7, 2011; without objection, it was so ordered.

 

Chairman Deuell recognized Senator Wendy Davis to introduce Norman Darwin, nominee as the Injured Employee Public Counsel.

 

Mr. Darwin made opening remarks and answered questions from members of the committee.

 

 

Senator Nelson moved that the committee vote to approve the nomination of Norman Wayne Darwin as Public Counsel to the Office of Injured Employee Counsel. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Chairman Deuell recognized Senator Jeff Wentworth to introduce Charles F. Wetherbee, nominee to the Texas State Board of Pharmacy.

 

Mr. Wetherbee and Mrs. Joyce Tipton, R. Ph., made opening remarks and answered questions from members of the committee.

 

Chairman Deuell recognized Senator Rodney Ellis to introduce Joyce Tipton, R. Ph., nominee to the Texas State Board of Pharmacy.

 

Senator Watson moved that committee vote to approve the nominations of the individuals to the following entity: Texas State Board of Pharmacy. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Jose Rodriguez read written remarks by Senator Juan “Chuy” Hinojosa introducing Felix Koo, M.D., Ph. D., nominee to the Texas Physician Assistant Board.

 

Chairman Deuell introduced Anna A. Chapman, nominee to the Texas Physician Assistant Board.

 

Mr. Koo and Mrs. Chapman made opening remarks and answered questions from members of the committee.

 

Senator Hegar moved that committee vote to approve the nominations of the individuals to the following entity: Texas Physician Assistant Board. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Chairman Deuell recognized Senator Rodriguez to introduce Carlos Chacon, nominee to the Texas State Board of Examiners of Psychologists.

 

Chairman Deuell read written remarks by Senator Mike Jackson introducing Jeffrey Baker, Ph.D., nominee to the Texas State Board of Examiners of Psychologists.

 

Mr. Chacon and Mr. Baker made opening remarks and answered questions from members of the committee.

Senator Watson moved that committee vote to approve the nominations of the individuals to the following entity: Texas State Board of Examiners of Psychologists. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Hegar moved that committee vote to approve the non-appearing nominees to the following entities: Aging and Disability Services Council, Central Colorado River Authority, Commission on Human Rights, Red River Compact Commission, Risk Management Board for the State Office of Risk Management, School Land Board, Texas Council on Autism and Pervasive Developmental Disorders, Texas Department of Housing and Community Affairs, Texas Private Security Board, and Texas State Affordable Housing Corporation Board of Directors. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

There being no further business, at 9:48 A.M. Senator Deuell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
