Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Friday, May 20, 2011, in the Senate Chamber.

Senator Bob Deuell, the acting chair, called the meeting to order at 9:24 AM. There being a quorum present, the following business was transacted:

 

The chair laid out HCR 50 and recognized the Senate sponsor, Senator Patrick, to explain the bill.  Senator Deuell moved that HCR 50 be left pending; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 159. Senator Lucio, Jr. moved that HB 159 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Deuell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 254. Senator Lucio, Jr. moved that HB 254 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 1 nay, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business HB 336. Senator Lucio, Jr. moved that HB 336 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 1 nay, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business HB 1046. Senator Huffman moved that HB 1046 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Huffman moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

The motion failed with a record vote of 4 ayes, 2 nays, 0 present not voting, and 3 absent.  Senator Deuell moved that HB 2098 be left pending; without objection, it was so ordered.

Senator Ellis moved that HB 2102 do not pass but that CSHB 2102 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business HB 2193. Senator Lucio, Jr. moved that HB 2193 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Jackson moved that HB 2194 do not pass but that CSHB 2194 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Jackson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Van de Putte asked unanimous consent to be shown voting aye on the following bills: HB 159, HB 254, HB 336, HB 1046, HB 1129, HB 1528, HB 2102, HB 2190, HB 2193 and HB 2194; without objection, it was so ordered.
