Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Thursday, March 24, 2011, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 1:05 PM. There being a quorum present, the following business was transacted:

 

SB 1 was laid out as pending business.

 

Witnesses testifying and registering are shown on the attached list.

 

The chair made opening remarks and explained the process for mark up.

The chair made a motion to have a push-pull policy. He explained that if a member adds money to one item, he or she would need to subtract that amount from another item. Without objection, it was so ordered.

 

The chair recognized Senator Shapiro to lay out the recommendations from the Subcommittee on Public Education Funding.

 

Legislative Budget Board discussed items in the mark up packet by agency.

 

Senator Shapiro made a motion to put 40 million in Article XI for pre-kindergarten instructional materials. Without objection, it was so ordered.

 

Senator Ogden made a motion to put 17 million in Article XI for the Windham School District.  Without objection it was so ordered.   

 

Senator Hinojosa assumed the chair. 

 

Senator Ogden resumed the chair.

 

Senator Hinojosa assumed the chair.

 

Senator Shapiro moved to adopt the recommendations on Article III, Public Education, as amended by the Subcommittee on Public School Funding. 

 

The motion carried with a record vote of 13 ayes, 2 nays, 0 present not voting, and 0 absent. 

 

There being no further business, at 2:10 PM Senator Hinojosa moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
