Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Economic Development was held on Friday, May 20, 2011, at Senator Jackson's Desk.

The chair called the meeting to order at 2:20 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business HB 1033. 

 

Senator Watson moved that HB 1033 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Watson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 1234. 

 

Senator Harris moved that HB 1234 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Harris moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 2729. 

 

Senator Watson moved that HB 2729 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business HB 2902 and recognized Senator sponsor, Senator Hegar to comment on the bill.

 

Senator Zaffirini moved that HB 2902 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business HB 3275. 

 

Senator Zaffirini moved that HB 3275 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business HB 1560 and recognized the Senate sponsor, Senator Hinojosa, to explain the bill.

 

Senator Jackson sent up a committee substitute; the chair recognized Senator Hinojosa to explain the difference between the committee substitute and the house bill as engrossed. Senator Jackson moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Harris moved that HB 1560 do not pass but that CSHB 1560 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Watson assumed the chair.

 

The chair laid out as a matter of pending business HB 1839 and recognized the Senate sponsor, Senator Jackson, to explain the bill.

 

Senator Jackson moved that HB 1839 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 1 nay, 0 present not voting, and 1 absent.

 

Senator Jackson resumed the chair.

 

There being no further business, Senator Jackson moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

Senator  Birdwell submitted a motion in writing and asked to be shown voting aye on the following bills: HB 1033, HB 1234, HB 2729, HB 2902, HB 3275, HB 1560, HB 1839.
