Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Thursday, June 14, 2012, in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 10:00 AM.  There being a quorum present, the following business was transacted:

 

Senator Nichols moved adoption of the minutes from the previous hearing held on May 3, 2012.  Without objection, it was so ordered.

 

The Chair laid out the interim committee charge to study the impact of recent court rulings regarding the determination of eligibility for property tax exemptions of community housing development organizations (CHDOs) by local appraisal districts. Review how these decisions impact existing programs, and make recommendations for any necessary changes to ensure the provision of affordable housing and reduce any cost to the state.

The Chair called 3 panels to provide invited testimony, for this interim committee charge.  See attached witness list. 

There were no public witnesses registered to testify on this interim committee charge.

The Chair laid out the interim committee charge to study the possible implications for local government corporations to receive a non-profit tax exemption on property owned in the state. Specifically, consider the impact of property located outside of the taxing area of the parent local government.

The Chair called a panel of invited guests to provide testimony for this interim committee charge.  See attached witness list.

There were no public witnesses registered to testify on this interim committee charge.

There being no further business, at 12:15 PM Senator West moved that the Committee stand recessed subject to the call of the Chair.  Without objection, it was so ordered.
