Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Thursday, May 19, 2011, at Senator West's Desk.

The Chair called the meeting to order at 1:45 PM. There being a quorum present, the following business was transacted:

 

At 1:45 PM Senator Nichols assumed the Chair.

 

The Chair laid out as a matter of pending business HB 3246 and recognized the Senate sponsor, Senator West, to explain the bill.

 

Senator West moved to reconsider the vote by which Committee Amendment 1 was adopted. Without objection, it was so ordered.

 

Senator West requested unanimous consent to withdraw the previously adopted Committee Amendment 1.  Without objection, it was so ordered.

 

Senator West sent up a committee substitute; the Chair recognized Senator West to explain the difference between the committee substitute and the house bill as engrossed.  Senator West moved adoption of the committee substitute.  Without objection, it was so ordered.

 

Senator West moved that HB 3246 do not pass but that CSHB 3246 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator West moved that the bill be recommended for placement on the Local & Uncontested Calendar.  Without objection, it was so ordered.

 

At 1:48 PM Senator West resumed the Chair.

 

There being no further business, at 1:48 PM Senator West moved that the Committee stand recessed subject to the call of the Chair.  Without objection, it was so ordered.
