Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Tuesday, May 17, 2011, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 8:40 AM.  The chair laid out the following bills and resolutions until a quorum could be established:

 

The chair laid out HB 1128 and recognized Senator Zaffirini, in the absence of the Senate sponsor, to explain the bill.

 

Witnesses registering but not testifying on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

The chair laid out HB 3616 and recognized Senator Uresti, in the absence of the Senate sponsor, to explain the bill. 

 

Senator Uresti sent up a committee substitute; the chair recognized Senator Uresti to explain the difference between the committee substitute and the senate bill as filed.

 

Witnesses testifying and registering on the bill are shown on the attached list.

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

The chair laid out SCR 51 and recognized Senator Uresti, in the absence of the author, to explain the bill.  The chair later recognized Senator Ellis, the Senate Sponsor, to also explain the bill.

The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 19th, 2011, at 8:00 AM.  The committee recommend the removal SB 1756.

 

The chair moved that the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 19th, 2011, at 8:00 AM be certified with the exception of SB 1756. The motion carried with a vote of 4 ayes, 0 nays, 3 absent, and 0 present not voting.

 

Senator Uresti moved that SB 1928 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.  Senator Uresti moved that the bill be certified for placement on the next Local & Uncontested Calendar; without objection, it was so ordered.

Senator Eltife moved that HB 1070 and HB 2091 be left pending; without objection, it was so ordered.

Senator Wentworth moved that the bill be certified for placement on the next Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Uresti moved adoption of the committee substitute for HB 3616; without objection, it was so ordered.

 

Senator Uresti moved that HB 3616 do not pass but that CSHB 3616 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.  Senator Uresti moved that the bill be recommended for placement on the next Local & Uncontested Calendar; without objection, it was so ordered.
