Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Administration was held on Monday, May 9, 2011, in the E1.714.

The chair called the meeting to order at 9:05 AM.
There being a quorum present, the following business was transacted:
The chair laid out the list of bills recommended for
placement on the Local and Uncontested Calendar to be held on May 12, 2011, at
8:00 AM. The committee recommended the
removal of HB 716.
Senator Uresti moved that the list of bills
recommended for placement on the Local and Uncontested Calendar to be held on
May 12, 2011, at 8:00 AM be certified.
The motion carried with a vote of 4 ayes, 0 nays, 3 absent, and 0
present not voting.
The chair laid out HCR 33 and recognized Senator
Uresti, in the absence of the Senate sponsor, to explain the bill.
Public testimony was opened; no witnesses testified
or registered on the bill.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Uresti moved that HCR 33 be reported
favorably to the Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting,
and 3 absent. Senator Eltife moved that
the bill be recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
The chair laid out HB 1168 and recognized the Senate
sponsor, Senator Van de Putte, to explain the bill.
Senator Uresti sent up a committee substitute; the
chair recognized Senator Van de Putte to explain the difference between the
committee substitute and the senate bill as filed.
Senator Zaffirini sent up Committee Amendment 1 and
moved adoption; without objection, the amendment was adopted.
Senator Zaffirini requested unanimous consent to
incorporate the amendment into the committee substitute; without objection, it
was so ordered. Senator Zaffirini then moved that the committee substitute be
adopted; without objection, it was so ordered.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Eltife moved that HB 1168 do not pass but
that CSHB 1168 be reported back to the Senate with the recommendation that it
do pass and be printed. The motion
carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3
absent. Senator Zaffirini moved that the
bill be recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
The chair laid out HB 3726 and recognized the Senate
sponsor, Senator Van de Putte, to explain the bill.
Senator Wentworth sent up a committee substitute;
the chair recognized Senator Van de Putte to explain the difference between the
committee substitute and the senate bill as filed.

shown on the attached list.

Senator Wentworth moved that the committee
substitute be adopted; without objection, it was so ordered.
Senator Wentworth moved HB 3726 do not pass but that
CSHB 3726 be reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried
with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Wentworth moved that the bill be
recommended for placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
At 9:22 AM Senator Uresti assumed the chair.
The chair laid out HCR 69 and recognized the Senate
sponsor, Senator Eltife, to explain the bill.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Eltife moved that HCR 69 be reported
favorably to the Senate with the recommendation that it do pass and be printed.

and 3 absent. Senator Eltife moved that
the bill be recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
At 9:25 AM Senator Eltife resumed the chair.
There being no further business, at 9:26 AM Senator
Eltife moved that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
