Pursuant to an announcement from the house floor on March 29, 2011 and permission to meet while the House is in session during bill reading and referral on March 29, 2011, the House Committee on State Sovereignty, Select met in a formal meeting and was called to order by the chair, Representative Creighton, at 1:26 p.m.

 

The initial quorum call was answered as follows: Representatives Creighton; Branch; Darby; Miller, Sid; and Pitts.

 

A quorum was present.


 

HB 5

 

The chair laid out HB 5 as pending business.

 

Representative Miller, Sid offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Miller, Sid moved that HB 5, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
