Pursuant to a notice posted on February 18, 2011,  revised on February 22, 2011, the House Committee on State Affairs met in a public hearing and was called to order by the chair, Representative Cook, at 1:11 p.m.

 

The initial quorum call was answered as follows: Representatives Cook; Menendez; Frullo; Gallego; Geren; Harless; Huberty; Smithee; Solomons; and Turner.

 

A quorum was present.


 

Chairman Cook made opening remarks.

 

(Representative Craddick now present.)

 

(Representative Hilderbran now present.)

 

Testimony was taken on issues relating to sonograms and informed consent before an abortion.  (see attached witness list)

 

HB 201

 

The chair laid out HB 201.

 

The chair recognized Representative Morrison to explain HB 201.

 

HB 201 was left pending without objection.

 

HB 15

 

The chair laid out HB 15.

 

The chair recognized Representative Miller, Sid to explain HB 15.

 

Representative Harless offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Harless moved that HB 15, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Cook; Craddick; Frullo; Geren; Harless; Hilderbran; Huberty; Smithee; Solomons (9).

 

Nays:                           Representatives Menendez; Gallego; Turner (3).

 

Present, Not Voting:   None (0).

 

Absent:                        Representative Oliveira (1).

 

At 4:57 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
