Pursuant to an announcement from the house floor on April 7, 2011, the House Committee on Human Services met in a formal meeting and was called to order by the chair, Representative Raymond, at 1:59 p.m.

 

The initial quorum call was answered as follows: Representatives Raymond; Morrison; Gonzalez, Naomi; Hopson; Hughes; Hunter; Laubenberg; Naishtat; and Taylor, Van.

 

A quorum was present.


 

HB 1854

 

Representative Hopson moved to reconsider the vote by which the measure was reported from committee.  The motion to reconsider prevailed without objection.

 

Representative Gonzalez, Naomi offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Hughes moved that HB 1854, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Raymond; Morrison; Gonzalez, Naomi; Hopson; Hughes; Hunter; Laubenberg; Naishtat; Taylor, Van (9).

 

Nays:                           None (0).

 

Present, Not Voting:   None (0).

 

Absent:                        None (0).

 

HB 1615

 

Representative Gonzalez, Naomi moved to reconsider all votes previously recorded by which the measure was reported from committee.  The motion to reconsider prevailed without objection.

 

The previously adopted committee substitute was withdrawn.

 

Representative Hopson offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Taylor, Van offered an amendment to the committee substitute.

 

The amendment was adopted without objection.

 

The chair directed the staff to incorporate the amendments into a committee substitute.

 

The committee substitute  was adopted without objection.

 

Representative Morrison moved that HB 1615, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Raymond; Morrison; Gonzalez, Naomi; Hopson; Hughes; Hunter; Laubenberg; Naishtat; Taylor, Van (9).

 

Nays:                           None (0).

 

Present, Not Voting:   None (0).

 

Absent:                        None (0).
