Pursuant to a notice posted on May 18, 2012, the House Committee on Government Efficiency & Reform met in a public hearing and was called to order by the chair, Representative Callegari, at 9:08 a.m.

 

The initial quorum call was answered as follows: Representatives Callegari; Lucio III; Harper-Brown; and Zedler.

 

A quorum was present.

Chair lays out Interim Charge 1, examining the purchasing cooperatives created under Chapter 791 of the Texas Government Code, including the bid process and the role of inter-local contracts. Clarifying for consistency the following terms: purchasing cooperatives, inter-local contracts, and inter-local agreements.
