Pursuant to an announcement from the house floor on May 3, 2011, the House Committee on County Affairs met in a formal meeting and was called to order by the chair, Representative Coleman, at 1:36 p.m.

 

The initial quorum call was answered as follows: Representatives Coleman; Gonzales, Larry; Gooden; Smith, Wayne; and White.

SB 821

 

The chair laid out SB 821 as pending business.

 

Representative Gonzales, Larry moved that SB 821, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:

The chair laid out SB 310 as pending business.

 

Representative Smith, Wayne moved that SB 310, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:

Representative Gooden moved to reconsider all votes by which the measure was reported from committee.  The motion to reconsider prevailed without objection.

Representative Coleman withdrew the committee substitute.

 

Representative White offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Marquez moved that HB 2316, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Coleman; Marquez; Gonzales, Larry; Gooden; Smith, Wayne; White (6).
