Pursuant to an announcement from the house floor and permission to meet while the House is in session on March 31, 2011, the House Committee on County Affairs met in a formal meeting and was called to order by the chair, Representative Coleman, at 4:38 p.m.

 

The initial quorum call was answered as follows: Representatives Coleman; Marquez; Gonzales, Larry; Gooden; Hamilton; Paxton; Smith, Wayne; and White.

 

A quorum was present.


 

HB 1700

 

The chair laid out HB 1700.

 

Representative Hamilton offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative White moved that HB 1700, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
