Pursuant to an announcement from the house floor and permission to meet while the House is in session during the reading and referral of bills on March 29, 2011, the House Committee on County Affairs met in a formal meeting and was called to order by the acting chair, Representative Marquez, at 1:33 p.m.

 

The initial quorum call was answered as follows: Representatives Coleman; Marquez; Gonzales, Larry; Jackson, Jim; Smith, Wayne; and White.

 

A quorum was present.

The chair laid out HB 2964.

 

Representative Coleman offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative White moved that HB 2964, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:
