A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the transfer of powers and duties relating to driver's |
|
|
licenses and personal identification cards from the Department of |
|
|
Public Safety to the Texas Department of Motor Vehicles. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. (a) The director of the Department of Public |
|
|
Safety and the executive director of the Texas Department of Motor |
|
|
Vehicles shall collaborate to prepare a comprehensive plan to |
|
|
transfer all of the programs operated by the Department of Public |
|
|
Safety relating to driver's licenses or personal identification |
|
|
cards from the Department of Public Safety to the Texas Department |
|
|
of Motor Vehicles. |
|
|
(b) The plan shall: |
|
|
(1) identify all employees, money, contracts, leases, |
|
|
rights, property, records, and bonds and other obligations of the |
|
|
Department of Public Safety relating to driver's licenses and |
|
|
personal identification cards; and |
|
|
(2) be drafted to ensure the smooth transition of all |
|
|
item listed above from the Department of Public Safety to the Texas |
|
|
Department of Motor Vehicles. |
|
|
(c) Not later than September 1, 2012 the report shall be |
|
|
submitted to: |
|
|
(1) the chair and all members of the Senate Committee |
|
|
on Transportation and Homeland Security; |
|
|
(2) the chair and all members of the House Committee on |
|
|
Transportation; and |
|
|
(3) the governor. |
|
|
SECTION 2. This Act takes effect September 1, 2011. |
