AN ACT
  relating to license renewals by the Texas Department of Licensing
  and Regulation.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Sections 51.401(c) and (d), Occupations Code,
  are amended to read as follows:
         (c)  A person whose license has been expired for more than 90
  days but less than 18 months [one year] may renew the license by
  paying to the department a renewal fee that is equal to two times
  the normally required renewal fee.  On approval by the executive
  director, a person whose license has been expired for at least 18
  months but less than three years may renew the license by paying to
  the department a renewal fee equal to two times the normally
  required renewal fee.
         (d)  Except as provided by Subsection (c), a [A] person whose
  license has been expired for 18 months [one year] or more may not
  renew the license. The person may obtain a new license by complying
  with the requirements and procedures, including the examination
  requirements, for obtaining an original license.
         SECTION 2.  The changes in law made by this Act apply only to
  an application for the renewal of a license that is filed with the
  Texas Department of Licensing and Regulation on or after the
  effective date of this Act. An application for the renewal of a
  license that is filed before the effective date of this Act is
  governed by the law in effect on the date the application was filed,
  and the former law is continued in effect for that purpose.
         SECTION 3.  This Act takes effect September 1, 2011.
