A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study of and report on public and private after-school |
|
programs. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter Z, Chapter 29, Education Code, is |
|
amended by adding Section 29.9181 to read as follows: |
|
Sec. 29.9181. STUDY OF AND REPORT ON PUBLIC AND PRIVATE |
|
AFTER-SCHOOL PROGRAMS. (a) In this section, "after-school |
|
program" means a program designed to provide care for and education |
|
enhancement to school-age children during a period immediately |
|
following the end of the school day. |
|
(b) The agency shall conduct a study of public and private |
|
after-school programs in this state to determine: |
|
(1) the number of children served by a public or |
|
private after-school program; |
|
(2) the number and location of children who could |
|
benefit from but are not served by an after-school program; |
|
(3) federal, state, and local funding sources and |
|
amounts that currently support after-school programs; |
|
(4) the extent of any effect of after-school programs |
|
on reducing the dropout rate and improving academic performance; |
|
and |
|
(5) the best practices for after-school programs to |
|
achieve a reduction in the dropout rate and improvement in academic |
|
performance. |
|
(c) Not later than December 1, 2012, the agency shall submit |
|
to the governor, the lieutenant governor, the speaker of the house |
|
of representatives, and the presiding officer of each legislative |
|
standing committee with primary jurisdiction over primary and |
|
secondary education a written report that contains the results of |
|
the study under Subsection (b). |
|
(d) This section expires December 31, 2012. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2011. |
