A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to physical examination requirements for participation in |
|
certain University Interscholastic League extracurricular athletic |
|
activities. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter D, Chapter 33, Education Code, is |
|
amended by adding Section 33.093 to read as follows: |
|
Sec. 33.093. PHYSICAL EXAMINATION REQUIRED FOR |
|
PARTICIPATION IN CERTAIN EXTRACURRICULAR ATHLETIC ACTIVITIES. (a) |
|
A student may not participate in an extracurricular athletic |
|
activity involving physical contact among the players, including an |
|
athletic practice, scrimmage, game, or match for such an activity, |
|
sponsored or sanctioned by the University Interscholastic League |
|
unless the student has submitted to the school district in which the |
|
student attends school a completed form indicating that the student |
|
has received a physical examination, including a cognitive |
|
assessment. |
|
(b) A student must submit a form under this section for each |
|
school year in which the student participates in an extracurricular |
|
athletic activity to which this section applies. |
|
(c) The University Interscholastic League shall adopt rules |
|
to administer this section, including rules specifying: |
|
(1) the athletic activities that involve physical |
|
contact among the players; and |
|
(2) the type of medical personnel authorized to |
|
perform the physical examination required by Subsection (a). |
|
SECTION 2. This Act applies beginning with the 2011-2012 |
|
school year. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2011. |
