A BILL TO BE ENTITLED
 
AN ACT
  relating to physical examination requirements for participation in
  certain University Interscholastic League extracurricular athletic
  activities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter D, Chapter 33, Education Code, is
  amended by adding Section 33.093 to read as follows:
         Sec. 33.093.  PHYSICAL EXAMINATION REQUIRED FOR
  PARTICIPATION IN CERTAIN EXTRACURRICULAR ATHLETIC ACTIVITIES. (a)
  A student may not participate in an extracurricular athletic
  activity involving physical contact among the players, including an
  athletic practice, scrimmage, game, or match for such an activity,
  sponsored or sanctioned by the University Interscholastic League
  unless the student has submitted to the school district in which the
  student attends school a completed form indicating that the student
  has received a physical examination, including a cognitive
  assessment.
         (b)  A student must submit a form under this section for each
  school year in which the student participates in an extracurricular
  athletic activity to which this section applies.
         (c)  The University Interscholastic League shall adopt rules
  to administer this section, including rules specifying:
               (1)  the athletic activities that involve physical
  contact among the players; and
               (2)  the type of medical personnel authorized to
  perform the physical examination required by Subsection (a).
         SECTION 2.  This Act applies beginning with the 2011-2012
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2011.
