Amend CSHB 1 (the General Appropriations Act), in the Special Provisions Relating Only to State Agencies of Higher Education in Article III of the bill (page III-219), by adding the following appropriately numbered section:

Sec. ____.  Additional Funding for TEXAS Grants. Notwithstanding any other provision of this Act, at the beginning of each state fiscal year, each state institution of higher education receiving funds appropriated under this Act that are designated as Special Item Support shall transfer 25 percent of the amount of each special item appropriation to the Higher Education Coordinating Board, to be used for the purpose of providing TEXAS Grants under Subchapter M, Chapter 56, Education Code. The Coordinating Board shall use amounts received under this section to provide TEXAS Grants, and those amounts are in addition to other amounts appropriated to the board that may be used for the purpose.
