Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Redistricting, Select was held on Wednesday, September 1, 2010, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:05 a.m.  There being a quorum present, the following business was transacted: 

 

The clerk called roll.

 

The chair gave opening remarks and introduced committee staff.  Members of the Committee made remarks and introduced their staffs. 

 

The chair laid out the committee rules.  Senator Williams made a motion to adopt the rules.  Senator West questioned rule 13 relating to whether the Committee should require a complete bill analysis prior to a reapportionment bill's being laid out in committee.  There was a brief discussion, and the members agreed to strike rule 13.  Senator Williams withdrew his motion to adopt the committee rules.  Senator West moved adoption of the committee rules with rule 13's being removed.  The motion carried with a record vote of 9 ayes, 0 nay, 0 present not voting, and 2 absent.

There being no further business, at 11:07 a.m. Senator Zaffirini moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
