Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Criminal Justice was held on Tuesday, April 28, 2009, in the Capitol Extension, Room E1.016, at Austin, Texas.

On April 28, 2009, Senator Whitmire suspended the posting rules, Senate Rule 11.10 and 11.18, on the Senate Floor to take up and consider SB 1844 and SB 2075.

 

The chair called the meeting to order at 3:15 p.m.  The following business was transacted: 

 

The chair laid out SB 1844 and recognized the author, Senator Van de Putte, to explain the bill.  Witnesses registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that SB 1844 be left pending to await a quorum; without objection, it was so ordered.      

 

The chair laid out SB 2176 and recognized Senator Hinojosa, in the absence of the author, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that SB 2176 be left pending to await a quorum; without objection, it was so ordered.

 

At 3:33 p.m. Senator Whitmire moved that the committee stand recessed; without objection, it was so ordered.   

 

At 3:40 p.m. the committee reconvened. 

 

The chair laid out SB 1454 and recognized Kelvin Bass of Senator West's office, in the absence of the author, to explain the bill.  Senator Whitmire sent up a committee substitute; the chair recognized Kelvin Bass to explain the difference between the committee substitute and the senate bill as filed.  Senator Whitmire sent up Committee Amendment 1.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that SB 1454 be left pending to await a quorum; without objection, it was so ordered.

Senator Whitmire motioned that HB 1282 be considered in lieu of SB 1951; without objection, it was so ordered.  The chair laid out HB 1282 and recognized Senator Deuell, in the absence of the Senate sponsor, to explain the bill.  Witnesses registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that HB 1282 be left pending to await a quorum; without objection, it was so ordered.
