Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Natural Resources was held on Saturday, May 23, 2009, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:00 a.m.  There being a quorum present, the following pending business was transacted.

 

The chair called up HB 432 and Senator Estes moved to adopt a committee substitute; without objection, the committee substitute was adopted.  Senator Estes moved that HB 432 do not pass but that CSHB 432 do pass and be printed.  With 8 ayes and 1 nay, CSHB 432 was favorably reported to the Senate floor.

 

The chair called up CSHB 469 and recognized Senator Seliger.  Senator Seliger moved to adopt the new committee substitute; without objection, the new committee substitute was adopted.  Senator Seliger offered up and explained Amendment #1 and Amendment #2; without objection both amendments were adopted.  Senator Seliger moved that both amendments be rolled into the new committee substitute and moved adoption of the new committee substitute as amended; without objection, the new committee substitute as amended was adopted.  Senator Seliger moved that HB 469 not pass, but that CSHB 469 do pass and be printed.  With 8 ayes and 0 nays, CSHB 469 was favorably reported to the Senate floor.

 

The chair moved that HB 1295 do pass and be printed.  With 8 ayes and 0 nays, HB 1295 was favorably reported.  The chair moved that HB 1295 be referred to the local and uncontested calendar; with no objection, it was so ordered.

 

The chair moved that HB 1420 do pass and be printed.  With 8 ayes and 0 nays, HB 1420 was favorably reported.  The chair moved that HB 1420 be referred to the local and uncontested calendar; with no objection, it was so ordered.

The chair called up HCR 119 and Senator Seliger moved that it do pass and be printed.  With 8 ayes and 1 present-not-voting, HCR 119 was reported favorably to the Senate floor.

 

The chair called up HCR 120 and Senator Hinojosa moved that it do pass and be printed.  With 9 ayes and 0 nays, HCR 120 was favorably reported and, without objection, reported to the local and uncontested calendar.

 

The chair announced that the committee would meet again after session at his desk and finish pending business.

 

Senator Fraser asked to be shown voting aye on HJR 119.  The vote was changed to 9 ayes and 0 nays and, without objection, HJR 119 was referred to the local and uncontested calendar.
