Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on State Affairs was held on Friday, April 17, 2009, in the Senate Chamber.

The chair called the meeting to order at 7:23 p.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out SB 1065 and recognized the author, Senator Williams, to explain the bill. 

 

Senator Fraser sent up a committee substitute; the chair recognized Senator Williams to explain the difference between the committee substitute and the senate bill as filed. 

 

Senator Van de Putte sent up Committee Amendment 1.  The chair recognized Senator Williams to explain the amendment.  Senator Van de Putte sent up Committee Amendment 2.  The chair recognized Senator Williams to explain the amendment.  The chair opened public testimony.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Duncan moved that SB 1065 be left pending; without objection, it was so ordered.   

 

The chair laid out SB 671 and recognized the author, Senator Shapleigh, to explain the bill.  Senator Van de Putte sent up a committee substitute; the chair recognized Senator Shapleigh to explain the difference between the committee substitute and the senate bill as filed.  The chair opened public testimony.  There being no witnesses registering or testifying on the bill, the chair moved that public testimony be closed; without objection, it was so ordered.  Senator Duncan moved that SB 671 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 1162 and recognized the author, Senator Hegar, to explain the bill.  The chair opened public testimony.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.   Senator Duncan moved that SB 1162 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 442 and recognized the author, Senator Lucio, Jr., to explain the bill.  The chair opened public testimony.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Duncan moved that SB 442 be left pending; without objection, it was so ordered. 

 

Senator Jackson assumed the chair. 

 

The chair laid out HB 401 and recognized the Senate sponsor, Senator Duncan, to explain the bill.  The chair opened public testimony.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.

The chair laid out SB 1696 and recognized Senator Lucio, Jr., in the absence of the author, to explain the bill.  Senator Lucio, Jr. sent up a committee substitute; the chair recognized Senator Lucio, Jr. to explain the difference between the committee substitute and the senate bill as filed.  The chair opened public testimony.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Duncan moved that SB 1696 be left pending; without objection, it was so ordered. 

 

There being no further business, at 9:30 p.m. Senator Duncan moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
