Pursuant to suspension of Senate Rule 11.18, a public hearing of the Senate Committee on Higher Education was held on Friday, April 24, 2009, at Senator Zaffirini's Desk.

The chair called the meeting to order at 2:01 p.m.  There being a quorum present, the following business was transacted: 

 

At 2:02 p.m. Senator Patrick assumed the chair.

 

The chair laid out anew SB 1443 by Senator Zaffirini. Senator Zaffirini sent up the committee substitute for SB 1443 and moved its adoption. The motion was adopted by unanimous consent. The chair recognized Senator Zaffirini to explain the difference between the committee substitute and the Senate bill as filed.

 

Senator Zaffirini moved that SB 1443 be reported to the Senate with the recommendation that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. There being 5 ayes and 0 nays, the committee substitute for SB 1443 was reported favorably. 

 

Having been present during the hearing, Senator West and Senator Averitt requested unanimous consent to be shown voting aye on SB 1443. The motion was adopted by unanimous consent, and their votes were included in the total vote count.

 

At 2:09 p.m. Senator Zaffirini resumed the chair.

 

 

There being no further business, at 2:10 p.m. Senator Patrick moved that the committee stand recessed, subject to the call of the chair. The motion was adopted by unanimous consent.
