Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on International Relations & Trade was held on Wednesday, April 1, 2009, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:01 a.m. 

 

At 9:01 a.m. Senator Lucio, Jr. moved that the committee stand recessed until 9:06 a.m; without objection, it was so ordered.

 

At 9:06 a.m. the committee reconvened. 

 

At 9:07 a.m. Senator Williams assumed the chair. 

 

The chair laid out SB 1373 and recognized the author, Senator Lucio, Jr., to explain the bill.  

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Williams moved that SB 1373 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 836 and recognized Senator Lucio, Jr., in the absence of the author, to explain the bill. 

 

Senator Williams sent up a committee substitute; the chair recognized Senator Lucio, Jr. to explain the difference between the committee substitute and the senate bill as filed.

At 9:29 a.m. Senator Williams moved that the committee stand recessed until after adjournment of the Senate; without objection, it was so ordered.

 

Pursuant to a motion made and approved to suspend Senate Rules 11.10 and 11.18, the committee reconvened at Senator Lucio's desk at 6:09 p.m.

 

Senators Lucio, Jr., Seliger, Davis, Fraser, Gallegos, Jr., and Williams were present and a quorum was established.

 

Senator Seliger moved adoption of the minutes from the previous hearings held on March 23, 2009, March 24, 2009, and March 25, 2009; without objection, it was so ordered. 

 

At 6:11 p.m. Senator Seliger assumed the chair. 

 

The chair laid out as a matter of pending business SB 1373 and recognized the author, Senator Lucio, Jr., to explain the bill. 

 

Senator Lucio, Jr. moved that SB 1373 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Williams moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 6:13 p.m. Senator Lucio, Jr. resumed the chair. 

 

The chair laid out as a matter of pending business SB 836 and recognized Senator Lucio, Jr., in the absence of the author, to explain the bill.

Senator Williams moved that SB 836 do not pass but that CSSB 836 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Williams moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out as a matter of pending business SB 1035 and recognized Senator Lucio, Jr., in the absence of the author, to explain the bill. 

 

Senator Seliger moved that SB 1035 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Williams moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out as a matter of pending business SCR 10 and recognized the author, Senator Shapleigh, to explain the bill. 

 

Senator Williams moved that SCR 10 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Williams moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

There being no further business, at 6:17 p.m. Senator Lucio, Jr. moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
