Pursuant to suspension of Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Wednesday, July 1, 2009, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 11:38 a.m.  The following business was transacted: 

 

The roll was called.

 

The posting rule, Senate Rule 11.18, was suspended to hear the following bill(s):  SB 1, SB 2, and SB 3.

 

The chair laid out SB 1 and recognized the author, Senator Carona, to explain the bill. 

 

A quorum was established.

 

Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Ogden moved that SB 1 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 2 and recognized the author, Senator Hegar, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Whitmire moved that SB 2 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 14 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

The chair laid out SB 3 and recognized the author, Senator Nichols, to explain the bill. 

 

Senator Hinojosa assumed the chair. 

 

Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Hinojosa moved that SB 3 be left pending; without objection, it was so ordered. 

 

Senator Ogden resumed the chair. 

 

There being no further business, at 1:23 p.m. Senator Ogden moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
