The chair called the meeting to order at 8:32 a.m. There being a quorum present, the following business was transacted:
The chair laid out SB 1 as pending business.
Senator Hinojosa assumed the chair.
Testimony was given on the following institutions of higher education and health related institutions. Witnesses testifying and registering on the bill are shown on the attached list.

Senator Ogden resumed the chair.
At 9:19 a.m. Senator Ogden moved that the Committee stand recessed until 9:35 a.m.; without objection, it was so ordered.
Senator Ogden reconvened the Committee at 9:30 a.m.
Senator Ogden announced that the Texas A&M University System Agencies and Special Provisions Relating Only to State Agencies of Higher Education would tentatively be moved to February 24, 2009. Without objection, it was so ordered.
At 9:31 a.m. Senator Ogden moved that the Committee stand recessed until 30 minutes after adjournment of the Senate; without objection, it was so ordered.
Senator Ogden reconvened the Committee at 12:57 p.m.
Senator Hinojosa assumed the chair.
