Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, March 31, 2009, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 8:33 a.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out SB 1549 and recognized the author, Senator Van de Putte, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Patrick moved that SB 1549 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Patrick moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out SB 1818 and recognized the author, Senator Van de Putte, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Van de Putte moved that SB 1818 be reported favorably to the Senate with the recommendation that it do pass and be printed.   The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 3 absent.  Senator Van de Putte moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

Senator Gallegos, Jr. requested unanimous consent to be shown voting aye on SB 1818; there being no objection, it was so ordered. This vote is reflected in the final vote on the aforementioned bill.

 

The chair laid out SB 1606 and recognized Senator Patrick, in the absence of the author, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.

The chair laid out SB 1664 and recognized the author, Senator Wentworth, to explain the bill.  Senator Patrick sent up a committee substitute; the chair recognized Senator Wentworth to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.

At 10:25 a.m. Senator Shapiro resumed the chair.

At 10:39 a.m. Senator Shapiro resumed the chair.  Senator Shapiro moved that the committee stand recessed until 30 minutes after the adjournment of the Senate; without objection, it was so ordered. 

 

Senator Davis reconvened the meeting at 1:19 p.m. and assumed the chair.

 

The chair laid out SB 1460 and recognized the author, Senator Shapiro, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.

At 2:50 p.m. Senator West assumed the chair.
