Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Economic Development was held on Monday, March 30, 2009, in the Capitol Extension, Room E1.028, at Austin, Texas.

Senator Eltife called the meeting to order at 4:35 p.m.  The following business was transacted: 

 

The posting rules, Senate Rule 11.10 and 11.18, was suspended to hear the following bill(s): SB 945

 

The chair laid out SB 1314 and recognized the author, Senator Harris, to explain the bill.

 

Senator Harris sent up a committee substitute; the chair recognized Senator Harris to explain the difference between the committee substitute and the senate bill as filed.  Senator Eltife moved adoption of the committee substitute; without objection, it was so ordered.   

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

A quorum was present at 4:45p.m.

 

Senator Harris moved that SB 1314 do not pass but that CSSB 1314 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 2 absent.    

 

Senator Harris moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

Senator Harris assumed the chair. 

 

The chair laid out SB 1743 and recognized the author, Senator Hinojosa, to explain the bill. 

 

Senator Watson sent up a committee substitute; the chair recognized Senator Hinojosa to explain the difference between the committee substitute and the senate bill as filed.  Senator Harris moved adoption of the committee substitute; without objection, it was so ordered.

Senator Harris moved that SB 1743 do not pass but that CSSB 1743 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 2 absent. 

 

Senator Watson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

Senator Eltife resumed the chair. 

 

The chair laid out SB 1850 and recognized the author, Senator Shapleigh, to explain the bill.

Senator Eltife sent up a committee substitute; the chair recognized Senator Eltife to explain the difference between the committee substitute and the senate bill as filed.  Senator Zaffirini moved adoption of the committee substitute; without objection, it was so ordered.

Senator Harris sent up a committee substitute; Senator Harris moved adoption of the committee substitute; without objection, it was so ordered.

Senator Harris moved that SB 1515 do not pass but that CSSB 1515 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 3 ayes, 1 nay, 0 present not voting, and 1 absent. 

 

The chair laid out as a matter of pending business SB 1569; the Chair sent up a committee substitute; the Chair sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. 

 

Senator Harris requested unanimous consent to roll the amendments into a committee substitute; without objection, it was so ordered.  Senator Harris then moved that the committee substitute be adopted; without objection, it was so ordered.  Senator Harris moved that SB 1569 do not pass but that CSSB 1569 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent.

 

 

 

The chair laid out as a matter of pending business SB 1850.

 

Senator Watson moved that SB 1850 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Watson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

There was no action taken for the following bill(s): SB 960

 

There being no further business, Senator Harris moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
