Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Economic Development was held on Monday, March 23, 2009, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 4:25 p.m.  There being a quorum present, the following business was transacted: 

 

The following members arrived after the roll was called:  Senators Eltife and Watson

 

The chair laid out SB 1033 and recognized Senator Deuell, in the absence of the author, to explain the bill. 

 

Witnesses registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Eltife moved that SB 1033 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

Senator Deuell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

 

 

Senator Eltife assumed the chair. 

 

The chair laid out SB 1247 and recognized the author, Senator Harris, to explain the bill.

Senator Harris resumed the chair. 

 

The chair laid out SB 859 and recognized Senator Eltife, in the absence of the author, to explain the bill.

Senator Deuell sent up a committee substitute; the chair recognized Senator Deuell to explain the difference between the committee substitute and the senate bill as filed.  Senator Harris moved adoption of the committee substitute; without objection, it was so ordered.

Senator Harris moved that SB 605 do not pass but that CSSB 605 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

Senator Eltife moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out SB 1515 and recognized the author, Senator Watson, to explain the bill. 

 

Senator Watson sent up a committee substitute; the chair recognized Senator Watson to explain the difference between the committee substitute and the senate bill as filed.  Senator Harris moved adoption of the committee substitute; without objection, it was so ordered.

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Harris moved that SB 1515 be left pending; without objection, it was so ordered. 

 

At 5:02 p.m. Senator Eltife assumed the chair. 

 

The chair laid out as a matter of pending business SB 313 and recognized Senator Harris, in the absence of the author, to explain the bill. 

 

Senator Harris sent up Committee Amendment 1 and moved adoption.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

Senator Harris requested unanimous consent to roll the amendments into a committee substitute; without objection, it was so ordered. 

 

Senator Eltife then moved that the committee substitute be adopted; without objection, it was so ordered.  Senator Eltife moved that SB 313 do not pass but that CSSB 313 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

Senator Deuell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 5:03 p.m. Senator Watson assumed the chair. 

 

The following motions in writing were received by the following Committee members. Senator Zaffirini requested to be shown voting aye on Senate bills, 605, 859, 1033, 1247, and 313.
