Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Economic Development was held on Monday, March 16, 2009, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 1:32 p.m.  There being a quorum present, the following business was transacted: 

 

The following members arrived after the roll was called:  Senator Deuell 

 

Senator Watson moved adoption of the committee rules. The rules were adopted by a roll call vote of 3 ayes, 0 nays, 1 absent, 0 present not voting.

 

The chair laid out SB 313 and recognized the author, Senator Wentworth, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Harris moved that SB 313 be left pending; without objection, it was so ordered. 

 

 

The chair laid out SB 500 and recognized the author, Senator Shapiro, to explain the bill. 

 

Senator Eltife sent up a committee substitute; the chair recognized Senator Shapiro to explain the difference between the committee substitute and the senate bill as filed.  Senator Eltife moved adoption of the committee substitute; without objection, it was so ordered.  There were no persons registered or testified on SB500.

 

Senator Watson moved that SB 500 do not pass but that CSSB 500 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Deuell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out SB 576 and recognized the author, Senator Davis, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Watson moved that SB 576 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

The chair laid out SB 741 and recognized the author, Senator Nichols, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Deuell moved that SB 741 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Deuell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

There being no further business, at 2:10 p.m. Senator Harris moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
