Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Thursday, May 14, 2009, in the Extension Auditorium, E1.004.

The Chair called the meeting to order at 7:31 a.m., the following business was transacted: 

 

The Chair laid out HB 2113 and recognized the Senate sponsor, Senator Gallegos, Jr., to explain the bill.

 

Senator Gallegos, Jr. moved that HB 2113 be left pending; without objection, it was so ordered. 

 

At 7:35 a.m., Senator Gallegos, Jr. assumed the Chair. 

 

The Chair laid out HB 2344 and recognized the Senate sponsor, Senator West, to explain the bill. 

 

Senator West sent up Committee Amendment 1 and upon arrival of a quorum, moved adoption; without objection, the amendment was adopted. 

 

Upon arrival of a quorum, Senator West requested unanimous consent to incorporate Committee Amendment 1 into a committee substitute; without objection, it was so ordered.  Upon arrival of a quorum, Senator Nichols then moved that the new committee substitute be adopted; without objection, it was so ordered.

The Chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Upon arrival of a quorum, Senator Nichols moved that HB 2344 do not pass but that CSHB 2344 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

Upon arrival of a quorum, Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
