Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Administration was held on Monday, April 20, 2009, in the E1.714.

The chair called the meeting to order at 7:44 p.m.  The following business was transacted: 

 

SB 2251

The chair laid out SB 2251 and recognized Senator Uresti, in the absence of the author, to explain the bill.  Senator Uresti sent up a committee substitute; the chair recognized Senator Uresti to explain the difference between the committee substitute and the senate bill as filed.Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Williams moved that SB 2251 be left pending; without objection, it was so ordered. 

 

Senator Uresti assumed the chair. 

 

SB 318

The chair laid out SB 318 and recognized Senator Williams, in the absence of the author, to explain the bill.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Williams moved that SB 318 be left pending; without objection, it was so ordered. 

 


SB 2523

The chair laid out SB 2523 and recognized the author, Senator Williams, to explain the bill.  Witnesses registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Williams moved that SB 2523 be left pending; without objection, it was so ordered.

SB 2307

The chair laid out SB 2307 and recognized the author, Senator Williams, to explain the bill.  Senator Williams sent up a committee substitute; the chair recognized Senator Williams to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Williams moved that SB 2307 be left pending; without objection, it was so ordered.

The chair laid out SB 2251 and recognized the author, Senator Zaffirini to explain the bill. Senator Uresti previously sent up a committee substitute.  Senator Zaffirini moved adoption of the committee substitute; without objection, it was so ordered.  The chair recognized Senator Zaffirini to explain the difference between the committee substitute and the senate bill as filed.  Senator Zaffirini moved that SB 2251 do not pass but that CSSB 2251 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Zaffirini moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

SB 2523

The chair laid out SB 2523 and recognized the author, Senator Williams, to explain the bill.  Senator Williams moved that SB 2523 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.  Senator Williams moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

SB 1756

The chair laid out as a matter of pending business SB 1756.  Senator Shapiro sent up Committee Amendment 1 in a previous hearing.  Senator Williams was recognized to explain Committee Amendment 1.  Senator Uresti moved adoption; without objection, the amendment was adopted.  Senator Uresti moved that SB 1756 be reported favorably to the Senate with the recommendation that it do pass as amended and not be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.  Senator Uresti moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

SB 2307

The chair laid out SB 2307 and recognized the author, Senator Williams, to explain the bill.  Senator Williams previously sent up a committee substitute.  The chair recognized Senator Williams to explain the difference between the committee substitute and the senate bill as filed.  Senator Williams moved adoption of the committee substitute; without objection, it was so ordered.  Senator Williams moved that SB 2307 do not pass but that CSSB 2307 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Williams moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Local & Uncontested Calendar

The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on April 23, 2009, at 8:00 a.m.

Senator Uresti moved that, with the exception of the bills previously listed, the bills on the recommended list be certified for placement on the Local and Uncontested Calendar.  The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

 

Senator Shapiro submitted a Motion in Writing requesting unanimous consent be shown voting aye on the following bills: SB 2251 and SB 2307.  Without objection, it was so ordered.

 

There being no further business, Senator Uresti moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
