Pursuant to an announcement from the house floor on May 21, 2009, and pursuant to permission granted May 21, 2009 to meet while the house is in session, the House Committee on Border & Intergovernmental Affairs met in a formal meeting and was called to order by the chair, Representative Gonzales, at 2:36 p.m.

 

The roll was answered as follows:

Absent:              Representatives Flynn; Leibowitz; Olivo; Raymond (4).

 

A quorum was present.

SB 2253

 

The chair moved to reconsider the vote by which the measure was reported from committee. The motion to reconsider prevailed without objection.

 

Representative Guillen offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Raymond moved that SB 2253, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars. The motion prevailed by the following record vote:
