EQUALIZED EDUCATION FUNDING IMPACT STATEMENT

81ST LEGISLATIVE REGULAR SESSION

May 20, 2009

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3646 by Hochberg (Relating to public school finance.), As Engrossed

The impact of this bill on equalized funding requirements and policies affecting public education cannot be determined.  The bill contains language that would allow districts that would be required to take action to equalize wealth for the first time in FY10 or a subsequent year to postpone such action for at least one year or until the cost to the district to purchase attendance credits under Chapter 41 Education Code would exceed the amount to which the district would be entitled under Section 42.2516, Education Code.
