AN ACT
  relating to procurement methods of the Ector County Hospital
  District for the construction, rehabilitation, alteration, or
  repair of certain projects.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 1024.105, Special District Local Laws
  Code, as effective April 1, 2009, is amended to read as follows:
         Sec. 1024.105.  PURCHASING AND ACCOUNTING PROCEDURES.  (a)  
  The board may prescribe:
               (1)  the method of making purchases and expenditures by
  and for the district; and
               (2)  accounting and control procedures for the
  district.
         (b)  The board may act as a governmental entity under
  Subchapter H, Chapter 271, Local Government Code, for purposes of
  using the procurement procedures authorized by that chapter. For
  purposes of this subsection, notice under Section 271.112(d), Local
  Government Code, must be provided by the district in the same manner
  as provided for a conservation and reclamation district created
  under Section 59, Article XVI, Texas Constitution.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2009.
