Amend CSHB 469 as follows: (1) On page 2, between lines 17 and 18, insert the following: (b-1) The Texas Commission on Environmental Quality shall accept and enforce as a permit condition a voluntary carbon dioxide emission limit used to qualify a project for the franchise tax credit described in Subsection (b).
